Officials are not omniscient and get pulled into many different directions. The only way to get action is to get in front of them...show them the problem and give them a solution.

The President is not required to sign an Oath of Office. The VP on down is required to sign an Oath of Office under US Code and Constitution.

He is sworn in by the Supreme Court Justice and elected by the People through the electoral college. All other members are appointed by the President.
